I hate to break the chain, but no, it isn't. I grew up a 20 minute walk from the campus and I went to high school within throwing distance for two years, and I've been on the campus several times for various functions. The only thing UTSC has going for it are the tennis courts and soccer fields in the river valley. Whoever is telling you this is blowing smoke up your ass.

P.S. Trust me, really. The buildings are old (with the exception of the new dorm building they've put up), the neighbourhood is a) boring and b) filled with sketchy characters from aforementioned high school, and THERE IS SHIT ALL TO DO. Within walking distance, there is ONE bar, ONE midrange overpriced Italian restaurant, ONE overpriced greasy spoon fast food place, and a church.

 

(edit: and a few miscellaneous stores that don't do much for anyone)
